No-one has set out to deploy a national network of Yellow School Buses to transport children because of the high capital expenditure that would be required to run such an operation and due to the demand being reduced due to a culture of using cars and car pool sharing that has surfaced due to no viable alternative which is safe and dedicated to school children only.
